If you ask the CEO why the hospital looks underfunded, he’s going to come up with only 1 excuse, foreigners. That’s because he knows the people will swallow the excuse without asking critical questions.

R 3 billion! Good Lord. What surprised me was that most of these purchases were under R500k. The amount of time it would take the accounting officer to simply sign off on these payments may amout to days.
